Mr. Smith served as president of Local 4-367, within the Paper, Allied-Industrial, Chemical & Energy Workers International Union (merged with the United Steel Workers in 2005), and worked for many years as an instrument technician at the Shell Chemicals Company near Pasadena, Texas. He was active on the union/management Health and Safety Committee since 1985, and was its president beginning in 1987. In that role, he worked to make Shell and other local refineries and petrochemical plants safer for workers and neighbors, whether from the immediate dangers of upsets, explosions and fires, or from the more long-term risks of low-level toxic chemical exposures.
